I assume you're referring to PA = Pennsylvania? If so, this is coincidental as I was going to start a thread about this very issue. I had been with Progressive since moving to PA about 9 years ago, and have seen my bike insurance rates go up about 300% since then. No claims or tickets to justify the raises, they just gave me the standard "that's the way it is" answer. Nobody else I checked with could really beat them either.
I'm an AMA member, and started noticing their advertisements about a new deal they have going with Nationwide to give discounts to AMA members. My insurance is up for annual renewal, so I went ahead and called a local Nationwide agent. Result - my premium was cut in half! The agent acknowledged this is a new, aggressive deal with the AMA and she's had a bunch of AMA members switch because of it. I'd advise you give them a call, and join the AMA if you're not already a member. The annual membership fee is but a small portion of what they saved me in premiums.

I left progressive for Geico. Not as good of a deal as Nationwide though.

I live just outside Philadelphia, PA. I'm using Dairyland through motorcycleservices.com. $644.31 annually for a 2000 R11S.

Wow, I'm glad I don't live in Philly! My new rates through Nationwide are $187 for full coverage on the S ($250 deductible for comp/collision) and $45 for just liability on the KLR. I can live with those rates!

Eh? I thought $644 was pretty cheap. Basically $50 a month, not so bad.
