Z4 will not start

Hey Guys,

I picked up a 2003 Z4 at an auction and I'm trying to get it started. All the light light up but the car will not crank.

The car got T-boned, however none of the airbags deployed.
Also, when I got the car the battery was totally drained, someone broke off the key in the ignition in the on position. (not the whole key but just the remote/plastic piece was gone)

I called the dealer today he said that it needs the chip from the key, and all I got is the metal piece. I just wonder how that works since there's no connection between the plastic and the car, I'm guessing wireless???.
I asked about a new key, and I've read somewhere that they are $130 which I already think is outrageous, but the dealer tells me that since the car has a salvage title, than I need to purchase a whole lock-set for $1000.

Now I looked on e bay and I see a bunch of used old keys and I'm wondering if I buy one and swap the plastic/chip over if there's a way to program it so it would work with the car.
