Noise coming from fan area

The sound is intermittent but with a little effort I can reproduce it at around 3000 rpm's. It speeds up and slows down as the engine is rev'd. The car does not have to be moving to make the sound. It sounds like we we we we we we.....the sound is coming from the fan, fan belt (just replaced), alternator, pulley area.

Is there anyway to figure out what needs to be replaced without just throwing parts at it until the sound stops?

I've got 60,000 miles on the car. The only things I know for sure are the fan belts have just been replaced the radiator ph is correct and the car does not overheat.

Update.......I was told to use a spray bottle with water in it and spray each pulley. The pulley that stops making the noise is the bad one. Well I did it, and it turns out it's the adjusting pulley. That's the pulley to the left of the alternator that the belt runs under. It's on order from Pelican along with a couple of other goodies. I'll fix it this coming weekend.
