fender paint job help and recommendation

I went to check out a Z4 and the front right fender was repaired, but the paint job on the repair is really horrible, i can feel the roughness and see little sanding marks. only the front 1/3 of the fender has been painted.

my question is does anyone have any idea how much it cost to get it repainted? basically fix the crappy paint job, done by what looks like a backyard job.

i need to factor that in before i buy the car.

also any recommendations in the orange county/los angeles area would be great.
