1998 Boxster key won't turn. Car won't start

Hello. I have a 1998 Boxster and when I put the key in the ignition, it will not turn. I even ordered a new key by my VIN and still nothing. I went under the dash and removed the ignition switch and tried to turn it with a flathead screwdriver and all the light come on but is the car supposed to start considering the steering wheel is still locked because I couldn't use the key??? Any help would be greatly appreciated. I'm a former owner of a 1977 928, 1977 924, 1984 944, & a 1985 924s but I always wanted a Boxster and ran across this car very cheap and it came with a hardtop attached but I can not get it to start.

The key receptacle has a sensor in it which interrogates the RFID pill in the key. With the ignition switch turned On the key still has to be in the receptacle for the immobilizer to recognize it.

It sounds like the steering lock assembly may be faulty. You could try and get access to the piece and try and free it up but it will be the same amount of work as simply replacing the entire assembly. People say this is a huge project but I did it and while you have to remove the instrument cluster, etc., it is pretty straightforward. Are you sure that the steering column isn't slightly loaded (which can make the lock stick in the column)? I noticed in the picture that the steering wheel is turned a little bit to the right. If you move the steering wheel a little right or left when trying to turn the key, does that help?

I winded up purchasing an entire lock cylinder with a key. I installed it but the car will not turn over. Shouldn't the starter atleast click?

So now the steering wheel is unlocked but the car will not start

Did you switch the pill inside the key from the old key to the new key?

That worked!! I switched the little pill looking thing and the car started. Thank you so much. You all were a major help. Now I'm able to start restoring my Boxster. Again, I really appreciate all the help.
