Now what?

'98, hood won't open. pulled on the emergency cable and it does nothing. Now what do I do? I can get my arm under the bumper cover ad feel the mechanism, but I can't seem to trigger anything. Ay ideas?

I think I may have found the secret to doing this. You can pry up a little on the passenger side of the hood. Get a long skinny screwdriver and come in at a 45 degree angle past the release and you can actually push on the lock lever where the cable comes through.

The problem was the cables came out of their socket on the lever. Really a poor design. what I'm going to do is figure out a way to retain the cable in the socket so it can't accidentally come loose. Apparently I'm not the first person to have this trouble with this car.
