Cooling fan low speed question

Just bought my first Boxster last spring, a 1998, my first real sports car!.
Runs great, did some basic maintenance, changed the motor oil, trany oil, did a 86000kms service with the dealer, flush coolant and brake oil, but they didn't mention anything wrong with the fans
Car runs great but... for me a bit on the warm side, asked questions at the dealer, only to be told that I'm in the "normal temps"... on highway needle is at the bottom of the zero of the 80C temp (Canadian car), but as soon as I get into some light traffic or stop lights, temps tends to go up until the upper part of the 80C zero (I figure temp should be around 100C) and that is when I hear the cooling fans go on, but at a very high speed.
Yesterday I did talk with a 2001 Bosxter owner, engine was running, asked for the temp and he told me it always stays around the bottom or middle part of the zero of the 80C, and heard a smooth running of his fans. This evening (is not my daily car) went for a drive, and noted that my cooling fans are probably not turning ON at low speed. Fuses seem right, seems to me a bit rare that the two relays would not be working, could it be a problem with my AC, it doesn't cool, when I turn it on, I hear the compressor going but no cold air.
Other than that, car runs great, love it and the feel of a real sport car is unbelievable!
Any help or suggestions will be greatly appreciated!

It could be the blower resistor. Do you have the Durametric tool? I believe there is a feature in there to test the fans on low / high? If you think they are running at high only (like when the A/C is on), then you might want to try replacing one or more of the blower resistors. Thanks a lot for your message. As per your book, about a month ago I cleaned the radiators, I did see the resistors, is it a straight forward procedure, just unpluging the wires and plug the new ones? are those expensive parts? or should I find somebody who has a Durametric tool?An independet garage should have one? On rhe dealer's invoice or the 86000km service they did, they mentioned reading the computer memory, should the low speed not working did leave some kind of code?
