It is very likely that the headers were made elsewhere, but I highly doubt they wre made in Germany, or really anywhere other than southern asia... based on the fact I paid $130~ for mine and yes, they are exactly as posted in these photos.
I have been chief engineer for several racing cars over the years, all with tubular steel or titanium headers. Given the headers I bought, with the bends the way they were and the welds a nice as they were, I literally don't think I could make myself a set of these headers for much less than I paid (~130$) for them. It's pretty amazing.

Many people relate "Made In China" to the cheap "Made In Japan" products our parents complained about in the 50's when in fact many Chinese products are very good quality. There are a lot of Boxster owners that are running Chinese headers and Sportech, a racing and high performance business in Campbell, CA installed and has been running a set for two years now. they tried to convince me to bolt on a set but their goal, for performance, is different than mine they're after high end performance on the track and my goal is to increase performance on the low end torque. In reality the Porsche engineers did a darn good job when they designed the Boxster and before you start changing things you really should think a while on what it is you're trying to accomplish and how best to do it, or leave it alone. Sometimes cheaper is not better and sometimes more expensive doesn't get you where you want to go either just look at all the Boxster and Caymen owners who pulled off their stock exhaust systems for an expensive aftermarket one and hate the drone and louder note.
I spent a lot of time at Johnny Franklin's discussing what I wanted to achieve and asking questions of the manager who owns a 911 and knows Porsche. I also had an opportunity to talk to the Porsche trained engineers at TRG and got valuable insight from them about exhaust mods and what they can and can't do. My next exhaust mod will be to increase the diameter of the pipes from the header to the cat and from the cat to the muffler to match the diameter of the header outlet. A small change but one that will help accomplish what my goals are. Then perhaps an ECU remap to match up with the new intake and exhaust, but that's another topic for another day.
