My 2001 Boxster s has the control stalk already, and there are some things working like avg mpg and tach, and speedo, and cruise, but temp, fuel gauge and even turn signals are not.... Is it the OBC that has to be activated???

Sounds more to me like you have some faults in the system. Are just the turn signals at the cluster not working, or outside as well?
