Did this replacement but one headlight still dim previously changed bulbs but still no fix. Any further thoughts on what else the problem might be the backing circuit board perhaps?

You need to check the voltage present at the dim bulb and compare it with the voltage present at the bright bulb. If the voltage is the same it's a bulb issue, if the voltage is different you've got a wiring issue. Follow the harness back from the headlight bucket and see if you can find any corrosion. Also make sure the headlight connector is completely seated in the headlight bucket. Have seen a few issues like this from misaligned headlight assemblies.
