Help! 1998 Boxster sounds like airplane

Temps are in the teens. Went to start car after sitting for a couple of days. it sounds awful. I have a video attached. Any ideas would be great. Thanks Tony

It sounds like a howling power steering pump.
Any fluid in the reservoir?
