I have a 2001 bolster s with 132,867 miles and have codes p1128, p1130, p0420 and p0430. Do I need to replace both cats?

I would fix the fuel control faults first. Then see if the cat codes return. Check when the fuel trim is skewed, I can offer more help with that info.
