Thanx for all the help guys/gals.
The end of problem summarizes the whole deal. The place, BUY Sell Loan , in Redwood City just keep jacking me around. I did talk to Wanda at the above-recommended shop and number for the PPI . She and her group are a smart bunch of folks. Thanx for the help ! Back to the seller-  In can not make someone sell a car...LOL Perhaps they are using it as a loss leader? IDK In the Car guru , this outfit has a One Star rating . I Can understand why!
