First, make certain the pump is non functional. A rebuilt pump should have been tested before it was shipped to you... Does it make noise when you put power on one terminal, and ground on the other? Are you sure you have the wires the right way around?

Check for voltage on the black/red wire to the pump, and check for ground on the brown wire. The voltage should be there for ~1.5 seconds when the key goes from off to on.

Make sure the hoses are hooked up correctly. The hose connections on the pump are:
S port: Fuel tank to fuel filter to pump.
D port: To right-side fuel rail.
R port: To Y-shaped splitter. One arm of that goes to the fuel pressure regulator; the other goes to the fuel tank.
