2008 Mini Cooper Base brake lights turn on after ignition is off

The brake lights(all 3) randomly turn ON after the ignition switch is turn OFF.

Clicking noise are coming from the passenger side fuse panel when this happen.


Several changes performed since:

Replace fuse panel with another use panel from a junkyard
The FRM module have been re-coding
New Brake pedal switch
New Clutch pedal switch

Issue keep coming back.
