How To Get Power to the In Tank Fuel Pump?

My wife's 2010 Mini Cooper Base model cranks, but isn't starting. After she had it parked out in heavy rain, she drove it with about two inches of water sloshing around the passenger floor. After she parked it overnight, it wouldn't start.

After reading my Bentley manual, I made a jumper wire with an inline 15A fuse, removed the four prong fuel pump relay (K96) and connected the jumper wire between terminals 30 and 87 at the relay socket. I checked the F46 20A fuel pump fuse to make sure it was fine. The engine started up and ran. Then I shut it down and restarted to make sure it started up a second time. Then removed the jumper wire and parked it overnight.

The next day I tried to start it up again using the jumper wire and it wouldn't start up. After removing the rear seat to gain access to the in tank fuel pump, I removed the electrical connector from the fuel pump and took a voltage reading between the WHT/BLK and BRN wires at the connector with the ignition key in the ON position. I only read 0.5 volts, but it jumps to 9.6 volts while cranking the engine. I think I'm supposed to read close to 12 volts with the key in the ON position, correct? So for some reason I'm not getting correct voltage at the fuel pump connector.

I applied 12 volts directly from terminal 30 at the fuel pump relay socket directly to the power pin (pin that the WHT/BLK wire connects to) on top of the fuel pump and grounded the pin (pin that the BRN wire connects to). I heard the pump run. Then tried to crank the engine over, but for some reason the engine wouldn't crank over.

So my main question is, why won't the engine crank when I have the fuel pump powered up and running? Should I get power to the pump from a different source instead of terminal 30 at the fuel pump relay socket? After I removed 12V and ground wires from the correct fuel pump pins, the engine cranks. So I'm getting cranking, but it won't start due to the in tank fuel pump not running. I'd like to at least get it the engine to run temporarily so that I can move it a short distance.
