other than fuses- can you check you heater/ac fan without pulling the whole dash out of the car on a 2007 mini cooper base model

Sure, it is located in the lower left dashboard, installed in the heater box, at center tunnel.
I would grab a repair manual. It will have the procedure, special tools and torque specs.
