There are 2 guide bolts. One has a rubber-like material about 5 mm long that fits in a groove on the end of the bolt. Does this go in the upper or lower position in the carrier? What is purpose of the rubber cushion?

The rubber insulated pin should be at the top. It is to reduce noise.

The rubber cushion is also to insulate the sliders. I would clean them and fill it with a synthetic brake slider grease so they continue to function.
