2005 mini cooper base had bad fuel pump replaced it lasted one day replaced it again and tested power and ground while running with my power probe and neither of them were steady is this normal I would think they should be steady right

Try jumpering the fuel pump relay, and see if your readings are steady, if so...replace the fuel pump relay.
