Adam you cant purely repy on fibreglass to bond the flares to metal.
I helped a friend bond a rather large fibreglsss hornet scoop onto his drag car, and we grinded back softly on the scoop inserted pop rivets through the fibreglass to bond it with the metal, then used fibreglass resin and filler to clean and load up the whole area... Came up perfect smooth and hasnt cracked or shrunk back since we did it 2 years ago.. There maybe other ways to do it .. but thats how we did it if it helps

I've read that the technology of adhesives has improved considerably. From my understanding, you screw on the flare as the adhesive sets, and then remove the screws and use filler to smooth it all up.
Some people have said that the bonds haven't come un-stuck even in high speed collisions on the race track. In case anybody is interested, the adhesive is called 3m Duramix
