Why not Puerto Rico? If you live there, you do not have to pay US Federal Taxes, and you may only pay 4% tax. And it is still the US.

I was there for a week in 1973. It was very interesting at the time. Beautiful place, but I found out what it was really like to be discriminated against because I was white. Probably changed now. It didn't help either that I was traveling at that time with a guy from the east coast that was a total, clueless dick. When we arrived, I think we went to four hotels before we found one that would rent us a room. At restaurants, I'd quickly pick something from the menu. The waitresses would cruise by, flip menus on the table, and come back in half an hour. The guy I was traveling with was always asking for things they didn't have on the menu (French pastries ?). They would just laugh in his face. Finally I'd get him to just stick to the menu. I'd be mostly finished when they'd bring his food. He'd either say it was burned or not done. They would tell him that's the way they made it there. He had a problem with his Toyota land cruiser & took it to a shop there. He put his finger in the owner's face & told him they'd better not mess up his land cruiser. The owner smiled & assured him they wouldn't. Some time after that & after we parted ways, I ran into him in Oaxaca. He had his car in a shop there. Asked him what the problem was. He said he didn't know, but sometime between Guatemala City and Oaxaca, it started hemorrhaging oil. I wondered if he had a clue.

Everything I know is second hand.
My brother visited there about the same time as Marv, my family is very white (blond/blue eyed) however my brother was very charming and had a great time.
I had an old friend just move down there but I haven't been in touch for years.
An acquaintance married a lady from Belize and brought her back here. He was doing some kind of work there so had a bank account, they refused to wire the money back to him... so he flew down there... still I don't think he got his money back

Wandered around Belize City for 1/2 day when cruise ship stopped. I was using a cane due to recent surgery. I had to raise it once like I was going to hit a guy after the beggars kept hounding me........The town was a dump and I wouldn't think of walking around after dark.

I'm sure there are nice areas, dunno....

I spent some time diving in Belize. The outer islands are a tropical paradise but far from services. Belize city is urban 3rd world similar to Kingston Jamaica. Desperate aggressive poor.

If I were to spend significant time there I would want to be part of an island community with modern facilities and regular service from the mainland.

I think Antony Bourdain visited and agreed with all of the above... However IIRC he also said it was like the wild, wild, west... which may be true of most central/south America countries. That is what would concern me about moving down south, if you need any help/protection you might not get much help from the police/government.

Also note the "laid back" lifestyle... I have several friends have moved to Hawaii (a dream of mine) but only to return in a few years because they couldn't handle "Hawaiian time".

I just saw this thread and was going to say, “extradition treaty”, then saw the OP’s post above. He’s running from the law.

The first time he gets thrown in jail in Belize for some drunken stupidity, he’s going to long for the comfort of an American prison. Believe that.

When I was there, the guy I was traveling with at the time & I ran into a couple of ladies. They wanted us to come with them to a party outside of town (Belize City) that night. We noticed there was a guy off to the side keeping an eye on them & us. We thanked them and declined. I think lots of people don't realize you don't get the protection you get here in other countries - especially poor ones. If you get into some kind of difficulty, it's only money that talks. Even then you can end up loosing your money and not getting results or being outright robbed for more. They just see you as a resource. Your protection and rights don't factor into it.

Belize is still part of the British Commonwealth, likely why JB is asking is the official language is english. They may not have a extradition treaty (don't know), but it doesn't mean they won't. It's more likely the treaty matters would fall into the British courts.

You are better in a country that hates the US...I hear NK is lovely this time of year. Argentina or Iran may also be a good choice. :)
