Thanks for that Link Bob. Sheds some light on rain water collection and legal use. Pissed about the restrictions, I've been looking into water rights in CO and other rocky mountain states. Control on water begins to make sense when individuals do this...

He lives off an inland lake, not sure if that is a factor or not.
