Another what is this tool thread
 

My son is in South Korea, he found this tool and can't get an answer so I am asking here for him.

Does the head part pivot?...(almost looks like a pin near the top)
Is the handle solid? And is that a hammer face on the left?

He says it does pivot.

So the jaws connect. Reminds me of the old school nail puller. Except is is something different.

I also see it as a puller of some type. Drive the pointed end under whatever by hitting the rounded end with a hammer. Pull the handle back and the jaw captures whatever you're pulling up.
The short handle is strange. Maybe some kind of heavy staple puller?

Good call, and as you lever the head back, the other part of the jaw in the back will clamp down on whatever you're prying on.

I'm guessing that part of the handle is missing based on the grove at the top of the handle, and it looks like there may be a hole through the handle. On the left side in the middle facing the thumb, it looks like there may be a hole.

Shoe cobbler or leather working tool?

I'm going in another direction. It could be an installation tool for brass grommets in shoes/leather, or something of the kind. I think I notice a slot on the inside of the fixed part of the jaw, and that's where the wide part of the grommet would fit. The pin on the jaw would engage into the narrow hollow of the grommet and when the tool is placed with the fixed part and the "hammer" end on a surface, then rocked backward, the pin would enter and expand the narrow end of the grommet.

That could be something for a milling machine or lather. The "handle" is ground so I don't think it's a hand tool.
Maybe part of an automated collet release system.

Hmmm. A marking device of some sort? The long shaft fits a hole in a bench, material like leather or thin metal is fed into the jaw and the opposite end is tapped with a small hammer? It looks like that "ring" at the forefinger of the hand might spin so as to wear longer as it is tapped with a hammer.

It's definitely got wear and polished areas from use, and it is beautifully made.

Good point^^. The groove near the top of the handle could be where this is secured into a machine, using a cir-clip type of arrangement.

Yup, looks like the blunt end rides on a cam or poppet and the other end makes holes or dimples or such.
