When the owner can track it why the need for chase, spike strips and window breaking?
Seem following with an unmarked car would be the way to go.

Haha, yep, the phone app tells you exactly where the car is, down to the exact parking stall and even shows which direction the car is pointing.

What if she’d thought to put a small generator on the roof and run a cord to the charging port. Same way those charging stations work but portable!
