What disease do these oaks have?
There's a row of young oak trees behind our apts. They seem to all be afflicted with the same thing, and every day that I go outside to walk the dog, there's hundreds of little twigs full of leaves all over the ground. Near where the twigs break, there's little growths on the twigs. Some of the leaves allso have little cream/tan colored fuzz balls on the backs of them.

The fuzzy balls look like gall wasp larva pods. No clue on the others.

I’ll bet that’s what they are and I think the others could be galls from the wasps. We must have a hell of an infestation.
