Don't understand the scam

What's the scam here? Got a small package from China.
But with nothing in it. I didn't order anything.

I read somewhere it has to do with being able to inflate a successful package delivery statistic of various e-commerce selling platforms. They mail something and then track it to show successful delivery.

When I worked at USPO we would send test letters to check on delivery time. But they were sent to a post office

It’s probably a mistake. I ordered a couple diamond grinding wheels from China, one in stock and other came from China. But then another showed up, and a another, and another, I ended up with like 10 grinding wheels but only paid for 2.

I figure it was just a mistake or glitch of some sort.

This is the correct answer. They are trying to avoid being banned from selling on Amazon or eBay or some other site by presenting “evidence” that they are legitimately shipping product to customers.

Customers order something and then complain they never got it. When the company attempts to investigate whether they are legit, they use these fake shipments as “proof” they are not scamming people by taking their money and never shipping what they ordered.
