Consequently, I cross over the double yellow/white line to exit the freeway. Perhaps this is the circumstance in which it is discouraged but permitted.

Which means that you should figure out the last HOV exit before your freeway exit and exit into the main lanes there.

The HOV lanes that are just painted are great, if there's an accident or break down, you can still get around the issue, but it also means that some folks will use it as if it was just another lane which is not how it's supposed to be used.

On further investigation, seems like the DWL rule is from the feds.

The California vehicle code is pretty nebulous about a lot of stuff, legal and illegal, not by mistake.
