He restores a lot of tools to original condition. In this case, he wondered "could I polish that billhook?" and set out to see how it would turn out. He did in fact manage to make it shiny. And yes, it's polished, not chrome or nickel plated. (although he does that for some items) I think he said that he started at 120 grit and finished at 3000grit and then used 3 different compounds.
