I got a call from Google

They said me email xxxxxx@gmail was flagged for sending out emails asking for social security numbers, address... The caller said my gmail account would be shut down if I didn't call this number. It was a New York phone number.

How the hell did someone get my cell number from my email?

Sounds like a scam. Google wouldn't bother to call you - they'd just shut you down.

Public records? Some of these matching algorithms no longer require exact match. And out of 1000 calls all they need is one person to fall for it...

^^Maybe something you signed up for or bought on line. I just signed up to make a monthly payment to my NPR station. They demanded my email and my phone number. I have an email account set up just for such BS, and I always give out my old phone number. I fell sorry for the poor bastage that has that number now.

They didn’t. They just call random numbers and broadcast their scam. Most people have a gmail account so they fool a lot of people who don’t know any better.

It's BS. Someone hacked something and got your email and cell numbers. Now they are trying to scam you.

I've been getting calls recently that my SSN has been used in scams and if I don't call them back my SSN will be disabled.

I'm not calling them back and I'm not worried about my SSN.

How many people on Planet Earth have cell phones and Gmail or "online" email accounts? - Easily more than a billion.

If they hit 500,000 people how many will fall for the scam? - Just guessing but it could easily be in the hundreds possibly thousands.
... They wouldn't be doing it if it wasn't profitable. "They" just keep churning the numbers.

Yep. They often got a few bucks from my Mom with this type scam. They would "fix" her computer online. Sometimes they would call as a grandchild who was travelling and their car broke down or were arrested mistakenly and wanted bail (did not want to tell parents)...or couldn't pay a utility or medical bill. Just send a couple hundred dollars and they would be forever grateful.

I don't answer any phone call unless its from someone I know.
If it's someone I don't know and important, they'll leave a message.
If someone leaves me a message saying my gmail account was hacked, i'll just delete the message and block the number. problem solved.
