Sensationalism was the norm since the pamphleteers in the 18th Century. There was a period after WWII, especially with the advent of TV news, when the norm was to be bias-neutral, but that only lasted until the 80s. Limbaugh and Fox News began the reversion to biased-based news that had been the norm for two hundred years.
