My father had a letterpress business and had one of those tools. I don't remember what the purpose of it was.

It's used for quickly measuring stacks (or "lifts") of paper for various print shop and bindery procedures.

I think it works better a s a baffler or thread starter.

I mean really who cares about how many pads you pick up in one go.
