Are they coming or going?

Going.

They are meeting face-to-face.

Horse is coming towards the camera, she is facing away.

I voted "going" but then I took another look at the image and noted the position of the front feet of the horse in relation to its back feet.
Revised answer "Coming"

At first I saw them as walking away. But as I studied it, they look like they're coming rather than going.

You generally walk or mount a horse from the horses left side.

Took me 45 seconds to realize its as frustrating as those magic picture paintings:mad:...-WW

ps. And I have a advantage of horses right out the window.

I voted coming based on the thickness of the reins before looking at any responses.
But face-to-face would fit the same decision.

If that is the answer, it's unfair to not give us that option.
However, since it was not an option I have to stick with my first choice.

Knowing nothing about horses, why?

She is leading the horse on the left

The position of the lead indicates to me that they are walking towards the camera.

They're standing still.

Since you cam make out part of an ear, she is looking away and it looks like the horse is approaching.

The horse is coming coming towards the camera. She is not
