At least here in Columbia SC: The parking spot must have a blue line on both sides to be considered a handicap spot. That one on the far right would not count

That looks like private property to me. Enforcement of handicapped parking regulations is up to the property owner. Police cannot and will not, ticket on private property. Property open to the general public for parking are different, as are retail stores.

Looks like private parking to me. Police will not and cannot enforce regulations on private property. It is up to the Owner to decide on how to handle this. Parking available to the general public, like retail and parking lots, can be enforced.
