Question !
Can the passenger air-bag on a 2009 Cayman be shut off by a dash button, for children seated in that seat ???

I assume a 2009 is the same as a 2008. If that is the case, then the answer is "Yes, sort of" (with a caveat).
We needed to be able to put my grandson in the Boxster. You buy a kit that includes the "LATCH" loops for connecting a baby seat and the switch to disable/enable the pass's airbag. It's not a pushbutton on the dash. It does on the pass's side of the dash (only visible with the door open) and requires the key. Presumably, you could modify it to use a push button.

FYI, I paid $259 1.5-2 years ago. I'm having a heck of a time finding it available anywhere now.

It's supposedly a "dealer installed" option. It's relatively easy to install. The LATCH system (bar with loops for baby seat) was more of a pain to install than the switch, and it wasn't difficult.
