I think what may have prevented a better offer is that Bowies catalog has a track record.
Remember when he sold rights to royalties as a bond. Bowie Bond is what it became known as because at the time it was innovative and a kind of first. It didn't pay out as well as investors had hoped. He made $55 M on that one.

Springsteen's big songs bury Bowie's.
However, Bowie has a way, way more massive base of tunes that are known a little bit by all. If you want a song snippet that is catchy and on the fringe, pick Bowie. Not Bruce.

To me Bowie is much more timeless and "forward moving". His stuff will be viable for decades to come. Bruce not so much.

Bowie wasn’t a fraud. That’s what differentiates him from bs. The first few seconds of a tune like Let’s Dance are better than bs’ entire catalog.

I wonder if some of these guys selling their catalog, that are still living, look at what happened recently to Prince's estate, or Tom Petty, or a number of others where tons of money ends up in the pockets of lawyers, and they just think splitting $$$ is a lot easier and wont tear families apart as easily?
