FBI Net Fraud Link?

Does anyone have contact information for the FBI's Internet Fraud division? I'm in the process of being burned by an a**hole from Canada. The guy sold me what was supposed to be a 964 tail, turns out to be from a 993, now he's ignoring my messages. Thanks.
