It really was fairly low budget. The bridge chairs from TOS came from the studio cafeteria.

I stated this once before, and its true, when I was the VP of the Alliance of Motion Picture and Television Producers (AMPTP) I was visiting Paramount and assisting them on an indoor air quality problem (part of my job, was to assist studios with certain issues, like this) In 1992, IIRC, I was on the set of Next Generation and and got introduced to the Writer and the Director, and the Director said "Hugh, I love that name, I have a great character for that name" Now I'm not saying, but a few episodes later "Hugh Third of Five" appeared on the show.
