OK, what is this tool? I am stumped big time
 
Came from a friend's dad old garage. He stopped by today, wanted to see if I have any clue what this little is? This old man was a real jack of all trades from leather work, mechanic, to cooking a French meal. To me, it doesn't look like a precision tool.

Looks like you could put a scribe/pencil etc in to the hole with the thumb screw and trace the out edge of a piece of material to duplicate the contour but remove material once scribed?

Might be something from the printing trade where you use it to measure a stack (or 'lift') of paper for a sheet fed press or bindery equipment. The thumbscrew would hold a blade in that square opening.

That's a tool to cut leather strips. A blade should be in the area were the wing nut is.
(Also that is a really good quality one)

I cheated a little too. It had some of the characteristics of this tool which is used exactly as I described in the printing trade; the blade I imagined was thicker, like this one, not sharp like the leather tool.

I have to say, people here are simply amazing, that or just a bunch of old dudes with lots of experiences.

Pete, you want this thing? My feiend left it at my shop and wanted it thrown away since the both of us had no idea what it is and will never use it again.

I'd love it but the shipping to Australia would be expensive and I already have a nice one. Thanks all the same. :)

I'm sure another Pelican will chime in. Anyone with some land or a farm would want that.

Yeah. I remember that. A friend worked as a high end saddler and used one of those.

I was fairly certain it was leather strap cutting tool. Saw it in use on Salvage Hunters Classic Cars. They had a leather worker make bonnet straps for a Jaguar Mk2. Dude cut the straps in seconds like it was butter and like it wasn't at all difficult.
