Sadly, that is not the 1st time that it has happened, and probably won't be the last. There is generally a visible path they drive on, yet some people still lay in those paths and some people actually bury themselves in the sand.
Not making excuses for the officer, but as pointed out already, you can't always see people, especially Yankee Caspers

Man, that's a terrible way to get injured or die. That's one of the last places where I'd worry about getting run over by a car. I'd think the chance of getting hit by a helicopter falling out of the sky would be higher than getting run over by a car when on the beach.
