Nice! He's just being a bully. I don't think he wants any of the seeds your mom's got in the feeder.
Unless someone's got a nest nearby and then you may see just about any bird at a fraction of the size of the hawk dive-bombing the hawk. It's always interesting to me to see small birds haranguing hawks, crows, and vultures that are many times larger.

I have its twin sitting on the edge of my deck overlooking the turtle/fish pond.
The fish are open to attack...the hawk keeps them away. The only problem is that it gets discolored/faded from the sun. I need to replace or repaint it.
