A guy I know built a bicycle with an outrigger for abandoned-rail riding. This was ten years ago or so. He used it for a while and lost interest.
A gas powered rail riding thingy would definitely get you farther, faster. I've watched a few videos over the years, seemed like fun, sort of, but didn't interest me enough to find a situation to go out and do it. I'm sure if abandoned mines interest a person then this sort of thing would be a boon to getting to the mineshaft, because obviously a lot of these abandoned railroads were used to move minerals.

Folks have been doing it for a long time, just not with equipment that nice.
First time I saw a rig riding the rails, very similar to what Herr_oberst described, was in Anza-Borrego outside of San Diego. I loved hiking there in what passes for winter in that area. https://www.onlyinyourstate.com/southern-california/trestle-bridge-usa/ This was in the mid 80's. I have not personally done it.
