Says he's a beginner
Guess I'm easily impressed. Yes, a custom cue maker. A 17 minute video. Detractors please ignore, but I thought wood workers here would enjoy the details:

Dale Perry? Not too popular among collectors right now since he went from making customs to going cnc machined cues sold on ebay. So, the collector set suddenly found they no longer had a collector cue, and it was now worth maybe 10% of what they paid. But the word is his ebay cues play decently...a good "bar cue". So, I view it as Dale making a biz decision that works for him.
How to describe to a casual player...Uh, there are bars in this area I wouldn't dream of taking my Keith Josey custom cue into. For bar play, I bought a semi decent player in the $125 range...so if anything bad happened, the cue would be the least of my worries. However, I did have the bar cue worked over over a bit...retapered the shaft, had a layered tip installed, stuff to make it have a better hit for me than a house cue. The "beginner" in this video is 100% an artist...I predict he'll soon have a waiting list years long, if he doesn't have already. That's absolutely gorgeous work.

Called "stacked leather"...when I first heard the term, I thought of the stacked leather hunting knives handle, but obviously this is a wrap. 3 months is about right on a custom...curing times, etc. From what I've read, wood "moves" after having been cut, creating long curing times between steps. A really top custom cue maker combines wood selection and hand skill...it really is an art form.
