I'm not a nerd..but if it's not a hardware failure or BIOS updating:
Win11 requires specific newer hardware to run on.
Even my beefy gaming system is not hardware 'certified' for it.

https://www.microsoft.com/en-us/windows/windows-11-specifications
Processor- 1 gigahertz (GHz) or faster with 2 or more cores on a compatible 64-bit processor or System on a Chip (SoC).

RAM- 4 gigabyte (GB).

Storage- 64 GB or larger storage device Note: See below under “More information on storage space to keep Windows 11 up-to-date” for more details.

System firmware- UEFI, Secure Boot capable. Check here for information on how your PC might be able to meet this requirement.

TPM- Trusted Platform Module (TPM) version 2.0. Check here for instructions on how your PC might be enabled to meet this requirement.

Graphics card- Compatible with DirectX 12 or later with WDDM 2.0 driver.

Display- High definition (720p) display that is greater than 9” diagonally, 8 bits per color channel.

John, Think computer meets requirements. Processor up to 4.5 GHz and 12 cores. Memory 32 GB, storage 1TB SSD,
Don't think built in GeForce RTX 3060 is problem with install.

Goal is to stream and get of cable that will be cost effective in 12 to 18 months. This computer was marketed as gaming (low end) and memory and storage are upgraded. It came with Windows 11,not an upgrade. I may have F'ed up getting 11 instead of getting a 10 computer. I hate10 on my wife's laptop.

stomach monkey, thanks, helped a lot. I am able to restart. It seems slow to recognize the mouse pad and keystrokes. I'm wondering if it could be a combination of news junky wife streaming on her laptop and phone slowing down communication with MS server. Going to try again tonight.

Thanks to both of you foradvice. Pointing out my error in case somebody else runs into this problem.

I was using the mouse pad on the laptop. On some selections, the pad would not really select, but just enough to give an error and I would be stuck continually trying.

I did not think a wireless mouse would work without Windows installed to get the driver. After a couple of beers, WTF. Robbed one off another computer and worked fine.

If you ever want to upgrade parts in the future, the Mother Board and available space inside the Case will probably be the main determinant. If the MB itself is crappy to begin with then nothing in the world added will ever make it work faster. But always research and upgrade parts strategically. It's better for the wallet. Don't put $10k rims on a Yugo. Remember the strength of a chain is it's weakest link. You can stick in the very best GPU(video card) but for three times the money it might return a 20% gain in speed over existing. However, GPUs are pretty amazing these days and to my understanding they now do a lot of the CPU work. At some point in time any further upgrading might involve an entirely new system. YMMV.

There are good hardware-compatibility websites to see what will work with your system: https://pcpartpicker.com/list/ Research is necessary.

Check how fast your own system runs compared to the same national average using free: https://www.userbenchmark.com/Software

Check your current driver versions with free: https://www.cpuid.com/ (aka CPU-Z)
It also links to limited trial version DriverCloud to update all drivers from the manufacturer.
(Windows Update is sometimes not very good at this.)

I did not like Win10 but adjusting to it. Win11 is even worse. They hid essential command buttons even further inside complex menus and removed some of them. The MF'ers even tried to remove the Start Menu. Our beloved Start Menu! Oh sacre blue! Nononono!

Rumor is Microsoft is trying to steer and condition customers into buying an online-only and subscription-based operating system. Everything you own is stored on their servers.
That will never happen for many people, including myself.

FWIW there is a "Classic Shell" desktop look program (aka GUI): https://download.cnet.com/Classic-Shell/3000-2072_4-75553853.html but it may or may not be easier to use.
Watch review videos first to see if it would be better for you.

VERY IMPORTANT:
Press Cntrl+Alt+Del to get the "Task Manager."
(Right-click and "pin to start/taskbar")
This shows all the running Apps/Programs, performance, and how much the resources are being used.
At idle with nothing open almost nothing should be used.

VERY IMPORTANT:
Search "Startup Apps" and uninstall all the pre-installed bloatware/spyware you will never use and never wanted.
These will slow a computer to a crawl..

VERY IMPORTANT:
Go into Settings/Privacy&Security/App Permissions and turn everything "OFF". There are a hundred of 'em.
(Right-click on Settings and "pin to start/taskbar")
THEY ARE ALL "ON" BY DEFAULT.
You can change these back later for the programs you use.
They are also hidden in the Advanced sub-menus as well. Tricky Microsoft buggers.
(And no, solitaire doesn't need access to my camera/microphone/browsing history/banking account/DNA.)

VERY IMPORTANT:
Occasionally Windows gets confused and small parts get messed up by being written onto bad sectors of a hard drive.
Open the Command window and run as Administrator. (push Win+R or Start/Search and type "CMD")
A small black box will appear.
Type in " sfc /scannow " to perform a System File Check and repair errors.

https://support.microsoft.com/en-us/topic/use-the-system-file-checker-tool-to-repair-missing-or-corrupted-system-files-79aa86cb-ca52-166a-92a3-966e85d4094e
---------------------------

I use NoScript for Firefox/Waterfox browser, which blocks website background crapola from automatically running.
Sometimes it's a bit of a pain to add allow certain websites on a case-by-case basis. Sometimes it has to be turned off temporarily in browser addons.
It's just a small gate to keep the minor riff raff out.

In terms of Anti-Virus, a high level tech and Pelican was very adamant about using MalWareBytes.

Check the trackpads prefs. It may just need to be set up the way you prefer like you do with tracking and mouse click sensitivity on mice.

Note, sometimes they are categorized under Mouse. If a gaming laptop it may have better than a generic trackpad with enhanced gesture capability and there may be yet another control panel for it in the form of an app.
