What are the 3 tripods? GPS? Doesn't a phone do that?

They're part of a reconstruction system that allows 3d imaging of a crime scene etc. They provide reference points to overlay multiple scanned images to provide a 3d model of the scene.

Wow. If there was any mystery to this, that would be very handy. As it is, some need life sentences and we hope they don't live long as to cost society any more than need be.

Yeah. Even where there's no mystery, a good reconstruction is key to getting a conviction sometimes. Those white dashes on the road in the news photo above mark skids and gouges.
