Do you torque a C/Stover or nylock nut?

I replaced the springs on my car trailer today and I had asked Trailex about the torque values. They said they were not torqued, because they were nylocks or C/stover nuts. They were to be run down firmly. The bolts and nuts are 9/16”.

Does that make sense?

There’s a metal washer between the spring eye and the flange, on both sides. It seems like if you went too tight, it would not allow the spring to rotate. Maybe using nylon washers would be better here?

Thoughts?

Since they aren't really holding anything together I don't see a reason to torque them more than snug. They aren't relying on the torque to stay tight, the lock feature does that. I'd snug them just enough to take the slop out of the joint.

Makes sense to me. Thinking about it, the springs are moving a bit and the nylock nut is just to stop the bolt from falling out.
