The proper way (tweezers and a slight pull) can still leave the mouth parts in the skin if you pull too much to try get the tic to let go. The drop of oil method works great and rather quickly. A matter of a few seconds and he lets go and scurries around to find air. Plus you don't run the risk of leaving mouth parts behind. Just saying.

What's going on with that rail car? I've hear of that before, but I can't recall what causes it. The pressure has to be tremendous.

negative pressure inside.
probably a chemical car being vacuum unloaded, and the worker forgot to open the vent.

Or steam on the inside, sealed and then cooled with a spray of water. Seems like I saw that on mythbusters. Works with soda cans too.

Steam cleaned the tank, and sealed it (should be vented). Cool outside air. Temp inside tank drops, Pressure drops.
