Any Citroen mechanics in the NY/NJ area?

Looking for a friend who owns a 1972 Citroen SM. This is when Citroen owned Maserati therefore it has a 2.7 Maserati engine. A pretty interesting overly complex car.

Friend had the car sitting for several years and decided to try to start without draining gas. This should be an expensive venture.
