Rolling or flaring rear quarters?

I have a 00 Camaro SS, and want to have the rear quarters flared or rolled out. The body shop I am going to wants to cut part of the quarters out and buy flares for it. Isnt there a flaring tool to do this type of thing?? Thanks

Are you thinking of the tool used to roll the edges of the wheel well lip inward, thus allowing a wider tire to fit?

I've never seen a tool that "flares" fenders.
