Not sure how many people were killed by 'programs.'

And lest we forget, Saddam had the ability to deliver these 'programs' all of 600-700 miles with missles slightly better than German VIIs.

But wouldn't it be great if just creating a 'program' was all it took? Then SDI would have been a wise expenditure!

Saddam starved his people to death, murdered 100s of thousands, used mustard gas on Kurds, invaded Kuwait and had dealings with Al Qaeda. Apparently you know something Clinton/Halfbright/Kerry/Annan didn't...All intel pointed unwaveringly to Saddam being a threat in either delivery or supplying Al Qaeda with weapons.

It is funny how liberals are all for "liberating the people" until it really comes down to business, then they don't give a hoot for them and would rather see them enslaved and the United States in jeopardy.
