Unsecured Property Tax (Acc/Business ?)

What is the point of unsecured property tax? Why do you have to pay this? What benefit is provided to the owners?

As I remember, this is the tax I pay on the assesed value of my boat for the priviledge of having it floating in (Los Angeles county) California waters? That's in addition to the state registration fees. In addition to the taxes (almost double those for auto fuel) that I pay for fuel at the dock? In addition to the taxes I pay on my slip rental to cover the costs of protecting the enviornment?

I think the point is that they CAN collect these taxes. Any benefit is to the state that collects them to defray the costs of runaway legislative spending.

Same with vehicle license fee tax, based on the value of the vehicle. In reality the guy with the old beat up pickup truck with the bad suspension that ruins the roads, and spewing pollutants that choke the air should be paying more taxes not less. They tax you more because they can get it out of you and then give it to the guy with the old beater pickup truck.
